Baghdad vs. New Orleans

While President Bush is looking at new solutions for Iraq and thinking of sending in even more troops, I'm forced to consider one question:

How can America expect to rebuild Baghdad when we have yet to rebuild New Orleans, a city free of roadside bombs, insurgency, and civil war; were we we speak the same language; where we ARE the government?
